The Department of Pension and Pensioners' Welfare (DOPPW) has issued an important instruction to the concerned officials to recognize the importance of daughters in government pension schemes. In its latest official memorandum issued on October 30, the DOPPW has said that the name of daughters should be entered in the family record after the retirement of government employees, regardless of whether they are eligible for family pension or not.
The memorandum said, "The Department of Pension and Pensioners' Welfare has notified the Central Civil Services (Pension) Rules, 2021 in place of the Central Civil Services (Pension) Rules, 1972." The memorandum said that Rule 50 (15) of the CCS (Pension) Rules, 2021 provides that as soon as a government servant enters government service, he has to furnish to the head of the office the details of his family in Form 4, which shall include all relevant details relating to spouse, all children, parents and disabled siblings (whether eligible for family pension or not). This rule also provides that the government servant has to re-submit the updated details of the family in Form 4 along with the pension papers before retiring from government service.
It said references were received seeking clarification regarding deletion of the name of daughter from the details of family members after the retirement of the government servant.
The memorandum states- "It has been clarified by the Department vide OM No. 3(2)/2022 P&MW(I-1)-7942 dated 07-10-2022 that the Government servant/pensioner has to submit the details of all the family members, whether they are eligible for family pension or not. The daughter will be treated as a member of the family of the Government servant if informed by the Government servant in the prescribed form. Therefore, the name of the daughter will be included in the details of family members. Eligibility for family pension will be decided as per the existing rules after the death of the pensioner/family pensioners," the memorandum said.
The Department of Pension and Pensioners Welfare has requested all the Ministries/Departments to bring the above provisions to the notice of the personnel dealing with pension benefits in the Ministry/Department and its attached/subordinate offices for compliance.
